Driver license application

If you wish to drive on Qatar’s roads, you must obtain a driving permit valid for six months; upon receiving permanent residence in Qatar, you can apply directly for a Qatari license. The driving test includes an eye test, an oral test concerning traffic regulations, reverse parking, straight parking, and a road test. Your license will be issued immediately after you pass the test, and the fee for taking a driving test is 30 QAR.
You can find most of the license application forms online in English at the Ministry of Interior’s Traffic Department, which avoids multiple trips to the actual office. A letter from your sponsor as well as a copy of your sponsor’s ID card is necessary in order to apply for a driver’s license. The initial driver’s license costs 250 QAR, and must be renewed every five years for the same amount. Driver’s licenses can also be renewed online.
While a valid driving licence is compulsory for anyone driving a vehicle in Qatar, it is possible to drive in Qatar with a non-Qatari driving licence for a limited time.

Requirements

Non-Qatari citizens must meet the following requirements for obtaining a Driver’s license:
  • Be 18 years of age for a light driving licence or motorcycle licence
  • Be 21 years of age for a heavy vehicle driving licence or for agricultural or construction vehicle licences
  • Complete the driving licence application form
  • Provide a no-objection letter from the applicant’s sponsor (in Arabic)
  • Have a valid passport and copy of this
  • Submit a copy of sponsor’s ID card
  • Provide three recent, coloured, passport sized photographs
  • Have a residence permit
Qatari citizens must meet the following requirements:
  • Be 18 years of age for a light vehicle driving licence or motorcycle licence
  • Be 21 years of age for a heavy vehicle driving licence or for agricultural or construction vehicle licences
  • Have a valid ID card and present a copy of this on application
  • Complete the driving licence application form
  • Provide three recent, coloured, passport-sized photographs
  • Show proof of training insurance for a period of three months if wishing to learn in a private car

The Driving Test

To take the driving test it is first necessary to apply to a driving school for lessons. For expatriates who have already had experience driving, it is possible to take a half course.
To be able to take the test a new driver must have had:
  • At least 15 hours of theory classes
  • A minimum of 35 hours of driving lessons

Taking the Driving Test

The driving test includes the following:
  • A theory test. This is an oral test where a number of questions are asked about traffic regulations and signs
  • Reverse parking test
  • Straight parking test
  • A road test
It is also necessary to pass an eye test, which is usually carried out before the theory and practical part of the test.
The driving test may be taken in English or Arabic. All parts of the test are usually taken on the same day. However, if the applicant fails one part of the test, they will not proceed to the next stage of the test. The applicant is usually informed at each stage whether they have passed or failed.
Female applicants take the test with a female traffic police officer.
The driving licence is issued immediately after passing the test and is usually valid for five years for residents, and ten years for citizens. It is possible to renew a driving licence online through the Hakoomi website.
In the event of failing the test, it is necessary to reapply and take the test again, usually within a month. It is normally not necessary to repeat any parts of the test that were successfully passed.

Driving License Application

Applicants can inquire about their own driving licenses or about licenses owned by any person under their personal sponsorships through Ministry of Interior online website. This service is available for Qataris and residents holding smart ID cards.

Types of Driving Licence

The type of driving licence required in Qatar depends upon the length of time a person has lived in the country, the origin of the national licence they currently hold, and whether or not they have resident’s status in Qatar.
If arriving in Qatar on a visitor’s visa, it is possible to use a national licence from any country to drive a car for seven days, provided it is a rental vehicle. A driver who holds an International Driving Permit (IDP) may drive a rental vehicle for up to six months – or until the visa status changes from visitor to resident. The licence from the home country must be available for inspection.
It is possible to obtain a temporary Qatar driving licence, which acts as an interim document between driving on an International Driving Permit and being eligible for a full Qatar licence. Application for this temporary licence must be made before beginning the process of applying for residency. Once residency has been granted, it is necessary to obtain a Qatari driving licence.

International Driving Permit


As of February 2017, a driving test is mandatory for all expatriates, including citizens from Australia, the UK and other European countries.

Where to Apply for a Licence

To apply for a licence, either temporary or permanent, go to the Madinat Khalifa Traffic Department. The offices are open from 07:00 to 11:00 and 16:00 to 19:00.

The Process

To obtain a full driving licence, the following documents must be presented at the Madinat Khalifa Traffic Department:
  • Original licence from one of the countries listed above
  • A letter of no objection/permission from the sponsor, written in Arabic
  • A copy of the trade licence of the sponsoring company
  • A copy of the sponsor’s ID
  • Passport (original and copies)
  • Three passport photos
  • Qatar ID card
The applicant must fill out an application form, which must be typed in Arabic and signed by the sponsor. Translation typing services are available on site for a small fee. The form can be downloaded in advance, but needs to be filled out at the Traffic Department.

It is also necessary to pass an eye test, which can be done on site and paid by card.
The licence should be available for collection on the next working day, and is valid for five years. The vehicle entitlement will be the same as for the original licence, but a separate licence must be obtained for driving HGVs and buses.

Temporary Licence

The procedure to apply for a temporary licence is similar for a full licence. Documentation needed for this is as follows:
  • Original licence from one of the countries listed above.
  • Passport (original and copies)
  • Three passport photos
There is a fee for a temporary licence, and the licence is valid for three months. It is possible to extend the licence when it expires. In general, temporary licence holders are restricted to driving rental vehicles only, as insurance on privately-owned vehicles is not covered for drivers of this status.

Driving Without a License

Driving without a valid licence is a criminal offence with harsh penalties for non-compliance. If you are involved in an accident, your insurance will be void and you may face imprisonment and deportation. Make sure you plan in advance and are holding an appropriate, valid licence at all times.
